ME, HARRY FURNISS AND THE ANKLE SKIRT.
The Times of March 10th has the following Letter:
TERROR OF THE PLAGUE. DR. CANTIIÄ ON ITS SPREAD AND PREVENTION.
paper-
Wo take the following from a London
The terror of the word plague, the fascination it exercises on all the peoples of the world, sad the instinct which makes women bate vermin, were the subject of a leotare given by Dr. James Cantlig at the Royal Society of Arts last night, under the title of Plague and its Spread." The losturer gave details and showed micro- photographs of the bacillus pestis, the prime cause of the disease, and also a fell description of the disease from a medical and surgical point of view, but the dominant note of his dissocrse was tno terrible mystery of the
punten,
Bir,Is it too late to suggest that one or more of our fashionable portrait painters should paint some of their fair and fashionable sitters In the harem-dress? I am convinced that, if our artists and their sitters would lead, the public would follow them. I do not mean follow them in the sease cals and cadosses follow alios, whether in harem er in any other new costuine, in the public thoroughfare, to jeer at them and insult them, but that the better class, far from the madding hooligan crowd, could, in the quiet ulo of the Royal Academy, soo how artistic and attractive this new dress can be made.
to adopt a sible and sanitary attire. To my mind this from one side of Asia to the other from oakle-skirt could, and should, be made s por Arabia to the China Sea-and brought death in manent fashion-and a comfortable and its train, From plague, postilence, and attractive one, if only the ignorance and famine," said Mr. Cautio," is the beginning of valgarity of the men and women in the street one of the most solemn potitions in the Prayer could be lived down.
Fashion wan's mazzling. It rushes on in It is the first and foremost amongst dread book. There is no plural about the word plague. its mad career to extremes. After the "hobble-diseases." One of the most perfect descriptions skirt we were promised the return of the of plagas was to be found in Leviticus and the erinoline; probably after that the quasi-Greek, Arst book of Samuel, when the Ark of the Cove- Now that we have the ankle-dress lot us stick tonant in its mevement, caused "emerods." Ha ba. st. It can be varied every season and to satisfy lieved that the horror which all human beings- the Parisian couturiers and the American visitors more especially women-had for rats and vermin but in the name of common-se, comfort, generally was due to the instinctive fear of and hygiene, let us adopt the ankle-dr disease.

ช permanentmuzzle to the silly, changing, uncomfortable, and microbe-gathering costames the ever-dosigning dressmaker invoats. Apart from its utility and picturesqueues the ankle-skirt is, when compared with the others I have mentioned, the only docent one.. The hobble-skirt is or was-positively indecont. So was the hideous crineline, and the quasi Greek fashion was designed as the climax of impude oe when France both in ita morals and its fashions outraged civilization.
In the days of Fashionable Beauties" the new dress could have been ado popular in society within a week. It is possible tho private view of the Royal Academy may find some guests sufficiently plucky and attractive to appear as a walking advertisement for the ankle skirt, but how far better would it be to see the portraits of ladies painted wearing them for attractive portraits influence fashion more than anything elo.
When that American lady Mrs. Amelia Bloomer startled the world 60 years ago, making herself ridiculous and her name immortal, she, in the fashion of that day of ugliness in every thing connected with dress, and decoration,. adopted in it everything that was hideous, from hor wide, flat, flopping at tied under tho chin to her wide, tat, heslless white boots with square black toecaps,
The reason so many Englishwomen object to this naklo-skirt is that they are told by their Frouch and Amarionn rivals they have large feet.
The fact is, in days gone by Englishwomen wore largo, ahapeless hoots. The long, nervous foot of the English girl-uch as Trilby's-is preferable to the squat, short-toed French foot or to the narrow, low instep of the American beauty. Besides, the ankle skirt can bo mado like the end of Christmas cracker, and thus hide the feet, which any woman with anything approaching a shapely foot would never do
What has done more to scotch, if not kill, the sousible dress is its name. In trying to
.....
Dr. Cantlio classified it into three stages:-(1) As to the peonllarities of the disease itself, Pestis Minor, (2) Bubonic Plague, and (3) Pneumonis Plague. The first of these has not been nader food until lately. In Hongkong, plagae pitients, or rather before the plague when Dr. Cantlis was at work amongst the broke out in its more malignant form, he had a large number of patients who were suffering from something which seemed like mumps, al It was found later to be plague, which often though it appeared in different parts of the body. came before the true pest appeared amongst the population of a district.
Plague has inspired many splendid instances of heroism. The story of Eyam is voll know, but Dr. Cantlie's simply told story of Hong kong was just as splendid: It was only a fow words. No Englahman ran away. I do not believe any one ran away; and every soldier in the garrison volunteered to act as a aures or to collect the dead." Many of the Shropshire Regiment got pestis minor, but only one Eur openn died. He was, curiously enough, em- ployed in making disinfectants.
As to practical measures for prevention, Dr. Cantlio advised that the Clayton process be used for killing vermin on all ships which came to our shores from infected ports, and the construc tion of ratproof farm buildings.
