LORD CURZON ON EAST AND WEST,"

(Continued from pago 5.)

6,000 miles, maintain a permanent ascendoney in an Asistic country, to which the rulers only cone. is birds of passage for a third of a lifetime. and are represented by a total body-the army of occupation included—of less than 140,000 adult males, and particularly when a free Press and the embryos of representative government have been conceded to the pao: la, and then tho montimout of the East, revived by Western antrimont, is axeoptionally active in its manifestation? Thero are already many persons who answer this question in the negative. It will be woll, however, to remember the following considerations: Powerful classes in India are closely attached to the British connection, and aro dependent for their security upon it. There aro sry strong administrative and ceonomie reasons in its favour. No ground exists for believing that this country bus abated by one iota its resolva to maintain a. supremacy which it regards es a duty to India and the world; and as long as the abandonment of that duty would be the admitted signal for interual anarchy and bloodshedding, no friond either of India or civilization could advocate such a course. The truor wisdom is, while pursuing a liberal policy, not to encourage false expectations. Self-overnment, pader or williu the British Empire, which is the motto of the advanced party, is not at present a realizalde ideal,

THE MIDDLE AND NEAR BAST, It is not possible to regard the dostinies of the countries lying between Indin and the Mediterrausan as possessing any fixity, Arabia, by reason of its physical and ethnological features, is the least likely to be disturbed by the West, Turkey has undunroured

to strengthou the fragile link which unites it to the Ottoman Faire by building a railway to the holy places; but the fate of Arabia hus not thereby been condered more certain, Persia. in the throes of Countitutional atruggle, which it bendly as yet possesses the stamina or cohesion to carry, to a successful issue, is hemmed in by Western Powers, whose interests it is difficult to reconcile. There are not the materials for such a rouuseenes there as has, boon witnessed bleewhere in Asia, although no one who knows its nimble-witted and light-hearted people ena wish thon other than smocos in the effort. Asia Minor will probably resnain Tatkish, but may accept some fortu of foreign prolaction. Afghanistan is still safeguarded by treaties. which render it safo from attack, und in becoming more formidable owing to the importation of firearme. The future of all these regions may be revolutionixel it they are traversed by railways, providing trunk lines of communication botwood, East and West, They constitute, in any case, that part of the Enst in which the West still has a considerable play, and which will prolong

youngest among us.

It would seem, therefore, that nuless, somo violent royalston occurs, there is no reason for believing that East and West will be much more independent of each other in the boar fature than they have been in the past, Should the students of Glasgow University honour some fature Viceroy of India by slecting him Lord Rector a hundred years, bonca, and should Ja desire to give them a homily on tho sune theme, while he world doubtless be able to convict me of many, errors, he would, I dare say, find that the

subject was still new. I will even hazard the

prediction that the East will by no means have disgorged the West before that date; although Pearson did contemplate the time s8 not far distant when a Chinese gentleman, na turalizul and adopted into English society, would load in the winner of the Derby on Epsom Racecouest, and might, therefore,

I suppose, conceivably be elected Lord Rest or of this Uoi- versity, in which case ho might himself be the most suitable perion to deliver the second edi- tion of my address.

ENGLAND'S TABK AND CAPACITY.

I conclude by asking, What is the part that is expable of being played by our own country in the fature evolution of the great drama to which I have called your attention Ideas of territorial expansion in the East occupy, I am sure, no place in any English- man's mind. We are concerned to luid what we have got, not to add to it. It is possible that our Protectorate may be extended over tracts or territories conterminous with our own boundarios, either from force of circumstanOOS or by agreement with other Powers, though even this limited extension of responsibility seems to me improbable. Our energies are much more likely to ho concentrated upon the pre- sarvation of our commercial ascendency: tready vigotonsly assailed, and certain to be the object of ever-increasing competition, and upon the adjustment of our Indian position from time to

time, and the requirements of the day. Aboro all, we cannot be disloyal to that civilization of which we have always held the toreb,

The possession of India still gives us an incal culable prestige, and is the pivot on which al- most evory Asiatio issue turns.. We have also shown a practical sympathy with the East more valustle than words, Great Britain was the first to give up the rights of extra-teritoriality in Japan, and to admit her to the comity of na tions. She was the first Western country in modern times to make an alliancé ou ferias of equality with an As'atic Power. She has con- sistently led the van in concession to Asiatio sentiment or in marshalling Asiatic progress, All of these are gr at advantages; but great as they are, their potentiality for good would be materially diminished, and might easily dis° oppear, if it were once believed in the East that we are not prepared to sustain them with indexible determination, and to uphold our traditional armed superiority in Asis--where necessary on land, and everywhere on the sta

A CONCLUDING APPEAL. Some of those whom I have the honour of addressing here may be called upon to play a part in the future evolution of the great drama which I have endeavoured to deseriba. If a, I would ask them to bear in mind three things-nover to look down upon the East or the Eastern; to remember that the progressive elevation of the Hast is still the noblest work with which the West is charged; and to realize that each individual European in Asia is not merely a soldier, but a standard-bearer of his race. In a Chinese temple at Canton there stands a venerated gilt statue of a man with a benevolent expression on his features and a black hat on his heart. He is supposed to be the Venetian Marco Polo, and to be thus honoured by the Chinese becauso he tht the West to understand and to respect Who East. To it yours, if you have the oppor.
