It is indeed, only when they are proceeding submerged that they are falfiling their mission. In daytime they are as invisible when oruising as a torpedo boat at night in a dense fog; they give off no smoke they make no noise; they move in the ses as microbes move in the human body; and they are cheap cheap to build and cheap to use, because they require relatively small crews. The essence of success in war is to have an adequate force of the right kind in the right place at the right moment. The submarines faifit all these conditions.
. There can be no surprise attack on our coasts with descent of transports, because the des troyers and submarines are a permanent antidoto, and there can be no deliberate invasion of these
islands se an insident of war antil, by defeating the main British Fleet, an enemy has obtained command of the sea.
̈GROWTH OF SHIPPING.
To paraphrase the First Sea Lord, the Admiralty hold that if the greater peril is pro vided against-namely, the defence of our tende and shipping-the lesser peril-invasionis eliminated.
The problem is the defence of trede. How vast it is and how impossible it is for the Admiralty to give the business community an absolute guarantee of safety is apparent on a little con- sideration. We own half the shipping of the whole world. Wherever there is water to flos aship there a British ship loaded with valu- able property. Travers all the Seven Seal and everywhere there is this predominance of British shipping. It is widely spread over thousands-ons of thousands of miles, of sea, and its only protection is the British Fleet.
Possibly some conception of the extent of the merchant shippin of the British people to-day may be obtained from the statistics showing the not tooncge of British vessels entered and. cleared, with cargoes and in ballast, at ports in. the United Kingdom, from and to the Imperial Dominious and foreign countries, in the past seventy years, in millions of tons
