Madoirs and the Azores last year, for the, Goretament then also proved that it did not con- template the possibility of a sudden attack by England. The Admiral contenda that in view of the nervous state of public opinion in England the British Government could not have dared to soll a proportionate number of its battleships, or even two of a like strongth, much less to send its whole mobilo battleship floot away from home.

DIMENSIONS AND ARMAMENT.

In regard to the dimensions of the most modern type of battleship, Admiral Rosenfaht says that the German Admiralty apparostly intends to: romain, in the words of the Navy Act, “at the lowest limit of the necessary." It is, however, not the circumstance that the gun-barrels are used up so quickly that is ancha serious matter, but the possibility of the barrels becoming unservice- able relatively quickly in the couree of the war itself, at a time when, naturally, it may be dif oult or even impossible to renew them. Writing on the subject of submarinos, Admiral Rosendali says that the German Adairelty has let other Powers bring liom throngh the expori- mental stage and pay for the experience thas gained. Germany, bo statos, has at the presoat time a comparatively small number of sub- marines, but what we have are serviouable boats, and their number can quickly be augmented."

The writer draws up several tables, in accord- anoo with tho psaal oustem of German naval publicists, to prove that England has as need to trouble about increasing her naval strength. It is imporative that some- thing be done in the interests of our home båt- tle fleet and the protection of our commerce to remedy this defect; the first step must be ae- celerated construction of the vessels already provided for."
