[BY THE DUKE OF BEDFORD, X.-Q.] The condition of the Regular Reserve is rapidly becoming critical. The Secretary of Blate for War himself admits the hot. This year, in introducing the Army Estimates, Mr. Elations stated that "he was not satisfied with the future of the Regular Resares, and he was anxious to draw the attention of Parliament to the matter in order that there should be no mistake, Two great Army problems demand simul- tansons solution. One is the maintenance of a Large Army Reserve, the other is the supply of the Indian drafte. The high-water mark of the Regular Reserve, the outcome of Lord Midleton's polisy, will be reached this year. It is 137,000 mon; the low- water mark. 166,000, will be reached in 1913, when the reductions now in progress will be realised. The difference is 31,000 men. But there is also a wide difference between the value of the Agure of 137,000, which is the setual strength of men presented by the Army Annual Return, and the value of the figure of 106,000, which is a hypothetical number calculated in the manner I have described.
