The primary step which would seem useful in this direction is the closer association, for purposes of defence of India with the Crown Colonies, Ceylon and the Straits Settlement and in a secondary degree with Hongkong: that is to say, speaking generally the extension of the Indian military system, and the consolida tion of all our territory in the North Indian Ocean sa one defensive unit.
