SCARCITY OF COTTON,
LORD HORLEY ON THE INDIAN SUPPLY.
Visount Morley received at the Indis Oleostr. Tonies, which left this port on the 19th
on the 27th ult, a depatation representative of European and Indian cotton
spinners, who desired the expansion of cotton growing in India Mr. Emmott, M.F., introduced the deputation, which included Lord Rotherham, Mr. A. A Haworth, M.P., Mr. W. Harton, M.P., Mr. G. Arbuthnot, M.P., Mr. A. H. Gil, M.P. Mr. C. W. Macara, Mr. J. B. Tattersall, Me N. N.
Wadia, of Bombay; Mr. B. M. Johnson, of Mr. John Smethurst and Mr. Arno
(seonetary);
Mr. Macara said it was to India this all the cotton manufacturing countries of the world looked for the spendiost, relief from the shortage of raw material. As a cotton-pro- using country Indio came next to the United States, and it would be an enormous relief if the sultivation of Indian cotton could be se encouraged that both the quality would be im proved and the
quantity The greater
cotton the the supply of fly increased. more American cotton would be available for England and other countries which found American cotton most suitable for their trade.
Mr. N. N. Wadis, of Bombay, remarked that owing to the high price of American cotton Indian cotton was nearly double the price at which it stoot two years ago. All recognised the efforts which the Indian Government had made to develop the cotton-growing industry there, but theso messures had been tentative and wore not producing sufficient practical results. Special staffs should be appointed in- each province to ensure both an increase in the yield and an improved quality of cotton.
VISCOUNT MORLEY'S PROMISE. Lord Morley, in reply, said he strongly sympathised with the object of the deputation. Lancashire happened to be his own county, and his dearest associations, certainly of early life, were connected with the sound of the factory bell and the general life of the Lancashire operativa. But cympathy was not the end of these great economic demands. Mr. Macara, whose services nobody valued more than he, had tokl them that the cotton trado of the woxid had never been in a more critical condition than
it was to-day. That very important stateraont
should
make the Government of India and everybody else extremely axious to do anything which could be doãs to alleríiato sucho coedition of things. In language which contained a vital truth. Mr. Magura had also talked of

Before coming to meet that deputation he had studied the papers with which ho bad been supplied. He gathered that the deputation did not for a minute attack the Government of India

It was recognised that for a number of AS SUPPLIED TO THE HOUSE OF years the Government of India had done their best to stimulate the production of cotton in India, and it was also recognised that these great expansions of agricultural growth could not be accomplished in a day. Moreover, they recognised, he was sure, that the funds of the Indian Government wore- not unlimited. It was a great mistake to supposo that India abounded in spare cash. Quite the the further consideration, contrary. There was with which they would agree, that it would never do for the Government of India's agricul- taral department to concentrate all their ener gles and activities upon single branch of pro- Sustion, whether that branch was catton or anything else. If more cotton-growing meant that less wheat was to be gro

SIZE OF THE INDIAN COTTON CROP. The Indian colten crop was now the second largest in the world, and that, he understood, was the reason why the deputation was not dis. pleased with the Indian Government. All admitted that the Indian Government bad done
