The Sanitary Board and the Government have certainly deserved success in their campaigo against plague, and we trust the future will show that the improvement in the mortality returns of the past two years has been due riot so much to the vagaries of the A. The Government of the Philippines has decided to withdraw its appeal to the Supreme Court in the habeas corpus proceedings in the cases of the three Chinese ordered to be released by Judge A. 8. Crossfeld, of the court of first instance. These Chinese were three of the six deportees who made their way back to Manila from Amoy last March, and whose cases were first taken up by the special board of inquiry of the Bureau of Customs. This board was composed of thres men, two of whom, constituting the majority, deatded that these men had a right to land and remain in the lelands. The minority member of
the board dissented from this verdict and took an appeal to the Collector of Customs, Colonel H. B. McCoy. After considering the case for some time, the collecter rendered his decision, upholding the minority member of the inquiry board. A writ of habeas corpus was then prayed for by the attorneys of these Chinese and granted by Judge Crossfeld, whereupon the three, who had been in the custody of the Collector of Customs all this time, waze ordered to be released- The Government took an appeal to the Supreme. Court, and it is this appeal which is now
