With the increase of population and of caltivation there is a noticeable change in the climate. Year by your it is blooming milder. Grain drops grow now which a few years ago the severity of the climate prevented from ripening. With the growth of population the revenue is increasing and, though the province still dorives financial assistance from the older provinces to the amount of £375,000 annually. the time cannot be far distant when it will be Up till now with the exception self-supporting. of the land tax the province has been exempt from taxation such as is levied in other pro vinces. Corruption le bese ming more difficult, Contribations forwarded for its maintenance from other province are being applied more to the needs of the province and less to the personal enrichment of the officials entrusted with distribution. A new spirit is animating the province, s spirit that manifests itself in im- proved education along more modern lines in improved methods of finance, in an improved army and police, and in the movement for the suppression of opium.
CURRENCY AND SCHOOLS IN UBUMCHÈ In Uramohi material progress is to be noted in almost every direction. There is less onrzeney confasion than is nemal in a Chinese city. Government one-taal notes of limited number are issued by the Provincial Treasury, and have a fixed rate of exchange of 400 red cash. The night chiaf Tientsin homes also isme notes of the same value, which are guaranteed by the eight firms conjointly and are accepted with confidence, In addition many shops issue their own one-tasl notes, which are not accepted with confiance. Cained silver of various dooomina, tions in current, the largest being a half-teel, Copper coins are also issued of the value of ten red cash. The rate of exchange remains fairly constant throughout the province
