Concerted action was never achieved, however, and it was not until Dr. Sun Yat Sea, the organiser of revolution, began to form his plans for welding the people into a nation and establishing a Chino Kogub lie after the model of the United States that the dynasty was seriously threatened. If the au ticipations of Europeans in Chins are correct; he has now perfected his preparations for over- throwing the dynasty, and swooping the whole povre of mandarins and offcials out of existence.
It is by means of the vast organisation of secret societies with which China is honeycomb- ed from Mukden to Canton that he has conducted his campaign. Every Chinese re- bellion and riot for the past 600 years has been inspired and aided by one or other of these societies, and they are all bound together by common Boatinient and interest. All are rio- lently anti-dynastis, and all are equally anti- foreign.
