In my account of the quarrel between Prince Ching and the censors [published in The Times of Marsh 28] I referred in passing to the im peachment of the Shanghai Taotai Tai Nai huang for squsudering money in buying up Chinese newspapera with a view to stifling their criticism. Just after posting that letter there camo into my hands a full translation, well authenticated, of the memorial submitted to the Throne by the Viceroy Chong Jen-chüu of the Liangkiang provinces on these very charges which he had boon ordered to investigate..
