No Government will dare to grant Home Bale until the question has been definitely laid before the constituencies and a mindate given upon it. The existence or extinction of the Hase of Lords is in different, for if the majority of the constituencies returned members in favor of Home Rulo 00 a definite question the existing House of Lords would pass the measure, they would now pass the Budget if the Governnent dared to propose it to the present House of Commons; while if the British people are opposed to it even the absence of & Second Chamber would not secure it. I write ar a Unionist from the conviction that Home Lale would not condues to the benefit of the Empire, or of Ireland. I acknow ledge that there are many an honest in their conviction who favour Home Ruis, with an equal desire that the Empire should not suffer.
