Letter from Mesra. Butterfield & Swire -

Hongkong, 4th January, 1910. Hofhow Conservancy Scheme. SIR,We beg to bring to your motive a scheme which is now on foot for improving the Fort of Huihow, in the Toland of Hainan.

As you are doubtless aware, lack of water prevents the close approach of steamers to the port, and for the same reason cargo hosts are not able to go ant to steamers at all states of the tide. In addition, with steamers lying, they are compelled to, some 2 miles off the port, work has to be suspended entirely during anything approaching rough weather and the consequent delay is very serious.

Mr. G. W. Paarsen, HBME's Coural at Hoi- "How, and the Collector of Customis there, Mr. Cross, are interesting themselves in a scheme for improving the port, and after considerable diffenity noceeded in obtaining a mansy grant from the Chinees Government for purposes of survey work. The services of an experienced engineering firm in Hongkong wers engaged and two sugineers were sent down to carry out the survey, which appears to have been very thoroughly dona

Two schemes were suggested, the estimated cost of one being about seven million dollars and the alternative schone some six hundred thousand dollara

The larger scheme appears to be far too ambitious and has practically been abandoned, and the question of ways and means for adopting the second scheme, which would improve the port mufficiently for the purpose of the presuit trale, is now under consideration. We, ship. ownes trading to and from Hoihow, are willing to assist the scheme by paying any ingreased part dnes in reason which the Authorities may ese fit to lory on abipping, and the Heihow Merchants, realising that the present state of their port is an obstacle to the increase of trade,
