In 1905 the building of a new arsenal was began outside the city, covering twenty nores. The shops are large and well built, and in them for the past two years a German firm has had its representatives busily installing massive machinery. When I left in November the new arsenal was already working, and it was stated on good authority that between four and five thousand ten will be employed them by the end of the year.

On the 25th alt, Lord CRIzon of Kedleston asked the Secretary of State for India whether he could give any information to the Home about the reported flight of the Dalai Lama of Tibet to Indin, or about recent affairs in Tibor, and whether he proposed to lay papers. before Parliament. He pointed out that two years or more had elapsed since the laat papers about Tibel had been placed before Parliament. Viscourt Morley I find it natural that the noble lord should put a question on this subject, because the incident is, no doubt, most remarkable and interesting performance. The Dalai Lama left Poking on December 21st, to have arrived at Lhasa on December of his movements between those two dates, but he appears to have spout two months Nagobuka (eight or nine days journey from Lhase) before proceeding to the capital. It had been rumoured for some time that there was nonsiderable friction between the Tibetan Government and the Chinese officials. This was said to be increased by the activity of Chao Erh Feng, farmer Viceroy of Szochton, who had been appointed Amban in Marsh, 1958, and with a Chinese army was slowly advancing in Enstera Tibet, where he had been for some months in the neighbourhood of Batang. No information at all has reached Calonita how the crisis was precipitated. But about Jannary 30 the British trade agent at: Gyantso received a visit from a Tibetau oficial specially sent by the Dalai Loms, and this official stated to our agent that the Chinese army was at Chiarade (about 400 (46 mussed half-a-day's marel from it. Nothing more was heard until February 17. The British agent telegraphed that day that 40 Chinese mounted Infantry had arrived at Lhasa, on the 12th, that the rest the Chinese army was close to the city, and that the Dalai Lama had fled the same night in the direction of India, He arrived at Phari (accompanied by three Ministers, then alps, and about 100) mon) on the 17th, after i fight with the Chinese at Chakaan. I gather from the statement of the noble viscount that Lhasa has been virtually. cocupied by a Chinese force, with the result that this hight official whom he properly describes as being an object of veneration to many millions of his Majesty's subjects, has been forcibly ex- pelled from Lhasa and has taken refuge in British territory. I should have thought that there would have been some information avail- able us to that fact, and whether Lhasa has been occupied by a Chinese force.

Our Wanchow correspondent informs us that in consequence of the rigid enforcement of the Imperial antiopías edict at fui An, a collision between the authorities and the local farmers occurred last week which reunited in bloodshed, four soldiers sustaining serious injuries, one of which, it is feared, will terminate fatally. It appears that notwithstanding & num. her of warnings and proclamations issued from the yamen of the District Magistrate, the farmers persistell in placing a large area under poppy cultivation, and matters come to a crisis last week when the District blagistrate, with a company of soldiers, appeared upon the scene and proceeded to pall the poppy plants up by the roots and otherwise destroy the crop. A large number of farmers, estimated at 2,000, quickly gathered to oppose these drastic proceedings, with the resulta above stated. Matters had not regained their normal state when on Saturday Just the District Magistrate arrived at Wonchow Fu to confer with his superiors regarding the despatch of a larger force of soldiers, Jni An (Sui An) is a hsten about 30 miles south-west of Wenchow Fu.
