AN OFFICIAL REFORT.
Chuo Erb-sun, the Viceroy of Szechuan, has wired to Viceroys and Governors and other local Authorities regarding Tibetan affairs in order to enable them to explain the situation to the public. The message may be translated as follows:
"The detailed state of affairs since the Dalni Lama has filed are minutely described in the Imperial Decres of the 25th February, Re garding the internal administration of Tibet it has been always in the bands of the Imperial Resident, and the Dalai Lama is not at all the head of administration of Tibet.
The. Dalai Lama had control over religion only, and civil affairs have been extrusted to the Imperial Resident. Therefore since the Dalai LILLIPUTIANS Lama left has all the priests and ordinary people of Tibet huve been very roncoful and niet. The Tibetans are naturally not people who wish any troubles. When the Dalai Lama returned to Llass from Peling he tried to deal with the priests nud people who had fought

The Chinese are evidently determined to zo

They were fortunate in regard to Sir John Lister Kaye's minus, for the amount paid as compensation was small from every point of view. Negotiations are now said to be going on between the Chinese Government and the Chinese Engineering and Mining Co., and some of Shanghai's legal representatives have paid vicits to Peking and Tientsin in connection with that mattor. Other concessions are being disenseed, and in some instances Chiny bus refused to allow work to be carried ou, and las, subsequently, re- fused to place the matters in the hands of arbitra- tors. The annual meeting of the Liverpool Steam. ship Owners Association, was held on the 7th ult. The National Rifle Association at a meeting at the United Service Institution last month passed resolations requesting the Council to restriot the use of the gure target to the present year, and to declare it to be purely experimental. It was also regaival to take the opinion of all the com petitors at this year's Bisley, and all the members of the Association, on the subject. One speaker declared that when the bull's-eye was doomed the N.R.A. would cease to exist." He had come to the conclusion, he said, that certain influences had beon brought to bear on the Council, and bad for oed them to taka step which they were muwilling to take, and a pall which in their opinion would kill interest in rillo shooting.
