If it be true that the National Debt of China is retarding the rapid devel opment of the resources of the country, by withdrawing funds which would otherwise be devoted to that object, the Government is to blame for not taking measures to ensure that the whole of the money raised by taxation is fully accounted for and applied to provincial or national purposes instead of so large a part of it going to the personal enrichment of offeinds.
