Haokueyed though the phrase may be, there is none other which adequately describen St Andrew's Ball. A brilliant success it always has been, and last night's event was another. It could not well be otherwise when we random- ber that it is undertaken by men who have a shrewd business acumen as well as a social,
pleasure-loving instingt. Apart from the King's Birthday Ball, which is the inauguration of the social senson in the Colony, the Scottish ball is undoubtedly the event of the season. In num. bers and in splendour it ercels every other social event, and its popularity increases with each passing year.
St. Andrew's Day is the one day in the your when Scots abroad delight to fazegather. They may have their reunions at the New Year or on Buras Birthday, but the name day of their patron saint is always remembered. On that occasion they meet in larger numbers than at any other time. are covered with the Highland targe. The beautiful design of the thistle was outlined in vari-coloured lights above the stairway, and the many flags introdhood added no little to the charm of the decorations.
St. Andrew's Hall was draped with white and blue, the eclours of the Society, and the place of the pictures of Scottish worthies wie filled by the Society's coat of arms. Round the walls were placed shields bearing the coats of arms of most of this claus and Scottish familles. In St. George's Hall the red and white of the Hongkong and Shanghai Bank were employed to drape the doorways, a compliment to Chief Smith, and in addition to the clan arests in this hall the Scottish lion stood bohlly overlook- ing the band, while the picture of Queen Victoria was accompanied by the royal standard, The reception room was as before, but the Theatre Royal, which was used as the suppor room, had fewer decorations, though more work

These reports wors read, generally with explan- story aamments, by the chief of each delegation, and discussion thereon was then invited.
It is almost noodless to say that the report which was swaited with the greatest interest was that which was presented by China. It was read by the second Chinese commissioner, He and was of a disappointing character. Admitted, with the utmost frankness, that the statistics and statements regarding the extent to which poppy cultivation and the smoking of "patchwork," but at the same time he was able opium had been reduced were "guesswork" or to show with considerable satisfaction that in certain of the provinces of Chins steady progress had been made towards carrying out what he aptly described the gigantic task that the Chinese Government had taken in hand.
