was repealed. If, therefore, pilotage was made compulsory by that ordinance it certainly censed to be compulsory in 1905. It was said, however, that compulsory pilotage was estab lished by an ordinance of April 7, 1905, and by certain sets done in pursuance thereof. The Tanjong Pagar Dock Board was a body in corporated under that ordinance, and in the board's rules and regulations, No. 2, under the heading Towage

was as follows "Vessels requiring to be towed to or from the wharves, or assisted when berthing or loav ing by a tag shall be piluted by a culy licensed pilot unless the board waive this condition, and shall only employ the board's fugs. Should any ather tug on launch be used without the per- mission of the wharf superintendent the same -charge will be made as if one of the board's own Tessela had boon employed." He was quite clear that that rale did not make pilotage com pulsory; it did not purport to do so, and no pen- city was attached to the omission to employ s pilot. There would be judgment for the plain- hills, with costs.

By some persons the exemption of all citizens above the age of sixty is regarded as a pleasing tribute of respect by the State to old age. It is really a protection of the interests of litigants. The State has endeavoured to prove that evory juryman should be in the full possession of his foulties. How for the attempt has been suc coseful only those accustomed to observe the vagaries of juries are competent to tell.
