Sydney, Sept. 16: The Congress of Chambers of Commerce of the Empire to-day resumed the debate on the resolution of the London Chamber of Commerce
regarding preference. Canadian Commissioner,
Parke, the representing Guelph, said he failed to under stand why preference was opposed. The Governments concerned should at least bei allowed fully to inquire into the subject.
Bir Albert Spicer, the president, sanounced that he had decided to add to the resolution of the London Chamber of Commerce the following words: "and in the meantime to appoint com- missionara to inquire into the question as it affects each component part of the Empire and té report to their respective Governments.
Mr. Sullivan (Launceston, Tasmania) opposed the resclation.
Captain Harwood (Elackburn) supported Colonial preference, and regretted that it had been made a party question.
Mr. Hatheway (St John, New Brunswick) advocated preference.
Mr. Hedges (Kalgoorlie), Mr. Fearnley (Cairns, Queensland), Mr. Knox (Melbourne), Mr. O'Neill (Newcastle, New South Wales), and. Mr. Thurlow (Brisbane) supported the re- 'solution.
Mr. Knox aid that the majority of the people of Australia were in favour of preference.. We should go to the Motherland giving ber an absolutely free hand. "
Mr. Martin (Bristol) and Mr Alexander (Vancouver) also supported the resolution.

"An amendment moved by Mr. Pender. (St. John, New Brunswick) that praferaneo should daly apply to goods carried in British ships. between British ports, was negatived.
The amendment moved yesterday by Mr. Cormack (Leith), for the appointment of Com missioners, who should each first- inquire into
the question as it affected his particular part of the Empire, and who thereafter should confer jointly and report with a view to legislation. by the various Governments on the principle ad. vocated in the resolution, was dropped.
The original rosolution, with the addition of the London Chamber of Commerce, was carried, on individual voting, by 81 votes to 31. Oa voting by chambers, the resolution was passed with 60 for. E against, and 11 neutral..
Mr. W. F. Cockshutt (Toronto) seconded the resolution yesterday, not Mr. Harry Cockshutt - (Brantford).
IMPERIAL DEFENCE
In the further course of the proceedings, Mr.. Warnford Datis, on belial of the London Chamber of Commerce, moved Resolutions 5 and 7 us one motion.
Resolution 5, which was proposed by the London Chamber of Commerce, is to the affert that the Congrats, desiring to record in its proceedings the valuable assistance voluntarily. proffered by the Colonies in recent discussions relating to the naval supremacy of the Empire- hopes that either before or at the next Imperial Conference tome practical scheme for co-opera don between the Mother Country and the Dominions beyond the Seas for the defence of the. Eripire, its commerce, and trade routes -may-be-elaborated.
Resolution 7. proposed by the Toronto Board of Trade, affirms the principle that it is the duty of the self-governing Colonies to par ticipate in the cost of the defence of the Empire.
Mr. Ames (Montreal) seconded.
Mr. Berry (Melbourne) proposed that there should be added to the motion a provision that the naval orpenditure of the Mother Country should be borne by her and her Colonies in proportion to the export trade and shipping owned by each.
Mr. Earp (Newcastle) seconded the amend- ment.
Mr. Cormack (Edinburgh) supported the re solution.
Mr. Conningham (Dunferline), Mr. Kaye (Christchurch), and Mr. W. F. Cockshutt (Toronto) supported the motion, which was carried, the amendment being negatived
Mr. Peate (Treeda) hoved Resolution 6, pro posed by the Leeds Chamber, sirming the noodsity of a course of training for the youth of the Empire in discipline and arms as without undue interference with industrial employment
