1. In making arrangements for the leasing of the Farxis for the next Farm period of 1910. 1911 and 1912, the Government reserves to itself the right of vesting the Farms (as provided in the Proclamations concerned as named in Schedule A appended) in any person, by publis or private sale as may be thought it.
Subject to the above reservation it is hereby rotiled, that tenders will be received at the Office of the Secretary to the Governor, Sandakan, up to 12 o'clock noon, on the 1st day of OCTOBER, 1909, for the purchase of the erelu- Biye privileges of the Farmas described below for

Lord Charles, have been raised in sharp sad ever bitter criticism. It is worth while to what Lord Charles has done that his friends should turn and read him. Hare they judged him by what he said, or by what they thought that he ssid?
THE PROGRAMME. The programme which Lord Charles Beresford put forward was comprehensive. It included battleships, cruisers, dostroyers, docks, stores, coal, aanmunition, foreign repairing stations, and personnel. It was, in fact, by its very nature, such 6 programme as conld not have boon drawn up without expert technical knowledge and intimate noquaintance with the needs of the Navy. But how has it been received? of its critics have looked beyond its first clause, that which is concerned with battleships. They have made up their minds that the number of battleships asked for is inadequate, and they have therefore, listened to condeniu the programme and its author on those grounds alone.

3. The Fanns, above referred to, are:-- BRITISH NORTH BORNEO.-OPIUM,' SPIRIT, GAMBLING and PAWNBROKING, us follows:
(a) in one concession for the whole State
(b) in one concession for any of the following Districts of the State, the limits named including the interior territory watered by the rivers within the limits given respectively:-
Territory (i) SANDAKAN DISTRICT-the bounded on the one side by the true right watershed of the Kinabatangan River and oa the other by the tra left watershed of the Paitan river.
(i) KUDAT DISTRICT the Territory bounded on the one side by the true left watershed of the Paitan River and on the other by the trus right watershed of the Pindagan. River.
(iii) WEST COAST DISTRICT-the Territory bounded on the one side by the true right watershed of the Pindasan River and on the other by the Northern Boundary of Province Clarke.
HEART COAST DISTRICT-the Territory helied on the one sile by the true right watersland of the Kinukatangan River and on the other by the Dutch Boundary on the South nt Broershósk point.
(V) PROVINCE CLARKE-being the Territory between Bath Batu and the Lawas Northern watershed.
4. The attention of those desirens of tendering- is drawn to the following turnus -
(a) The tenderer minst state in his, tender the annual sum offered for the Farm rout for the three years 1910, 1911 and 1912; a different sam may be offered for the first, second and third Fears respectively. The tenderer must also clearly state the proportion of the amount of the Reat to be allotted du euch separato Farmi.
(b) The Government does not bind itself to accept the highest or any tender, and rosurven to itself the right of making any arrangements it may deem advisable as regards the lefting of the Farms
(c) Each tenderer should specify in falt, in English, and in the varmeniac language of the tenderer, the names, residences and occupations of the persous tendering, and similar information regarding any security or any partner that the tenderer wishes to

This means that the present Board, which loves big and showy ships, would probably during the period of the programme build more battleships than the minimum number with which Lord Charles has begun. But if the experience of the past few years in to go for anything it is as certain as anything human can be that the Board would not undertake within the next 20 months to lay down the 36 cruisers which Lord Charles Beresford demands, or within the next 24 months to lay down the 76 destroyers which

He made it quite plain that this battleship programme was designed only to meet the normal German programme, and nothing else. It made no provision for German sacelaration, and it did
not take Austrian projects into account. In his own words: The proposel I am making does not allow for German acceleration, because I do not want my conatry to pay for something that is not fensible and is not there, and it does not allow in any way for Austrian commencement of battleships. I do not ask my countrymen to lay down
something not yet laid down elsewhere.
What this seems to mean is that Lord Charles puts forward his battleship programme ne au irreducible minimum; that he recognises that it will be necessary to augment it in the near fature, bat that, at the present moment, the needs of the Navy in other directions are so numerous and so prossing that every possible effort ought to be made in order to supply them. If this interpretation is right, the programme, translated into the simplest words, means that the deficiency of the Navy in cruisers in destroyers, in dooks, men and equipment, is far more prassing than its shortage of batlesbigs,
