The letters which we have, from time to time, reerived from British residents in Sioni make it dontiul whether the news will bring equal satisfaction to them. It is natural that British subjects living in an Asiatic and only partially civilized country
with shoahl
contemplate something like dismay any proposal to abolish Consular and international jurisdiction onl place them ander the Native Courts, in whose Fairness anil whose competence they hare no conidence. The telegram from Bangkok which we published, yesterday, stated that British subjects in Siam who are not registered 5 teh before the conclusion of the treaty will come immediately under the jurisdiction of the Siames Courts, and that even lioes who are already registered as British subjects will lose the rights which they now enjoy as soon as the legal codes on which the legal advisers of Sium are now working come into foree. The only safeguard mentioned in that telegram is that Europeen advisors will sit in all courts in all enses in which British subjects are defendants. JUDGMENT RESERVED.
and
We are, however, convinced that, when the full text of the treaty comes to be ablished, it will be found that the British Government hove insisted upon conditions safeguarding the rights of theirsubjects far more efficiently than is stated in that telogram. The British subjects resident in Siam include some 15,000 Barmose Shans, from different
position thus in a very Bre
·Franco the French Asiatic subject over conceded right of jurisdiction to Siam some two all years ago and who were most of them to intents and purposes Siamese. We do not believe that Lord Morley would have consented beli to my surrender, without what he believes to be adequate safeguards, of the rights of these sof Inlin or that Sir Edward Grey has beon less careful of the rights and interests of natives o the British traders and others resident in Siam. Whether the safeguards which they have. devised are really adequate in view of the Atorieus corruption and ineficiency of the Sinmes Court, at any rate in the more distant Provinces, sau only be known when the text of the treaty is published. Until that time it will be best to reserve judgment as to whether or not the advantages which the tready contains for the Federated Malay States have been purchased at too high a price.
