NEW TONNADE FLOODING THE MARKET. Everyone remembers the shipping enthusiasm of 1906, when order, wore given wholesale for new boats. Week by weak last year these vessels came upon the market only to find there was no work for them. If they secured cargoes it was only at unremunemtire figures and at the cost of older vessels laying up. At the end of 1908 our leading ports were crowded with idle shipping, and I am told that thera was not an accoupled mooring berth on the Tyne, while many vessels were laid up abroad because their owners found it cheaper than bringing them home Had it not been for heavy coal exporta, the position would have been worse; but such as it was shipowners were appalled by the frightfal experience, aud bý the ontlook for 1909.

The foreigner will be the difficulty. According to" Lloyds Register Book" the world's tonnage of steamer and sailing vessels combined is 40,922,842, of which the United Kingdom owns 13,318,351, he less than half. The situation presents to many temptations to the man who is not in the ring and who sees a prospect of scissoring off large slices of his competitor's trade. But the fatal raising of the Plimsoll mark by adding 25 per cent, to existing tonnage will give rivals greater anxiety and greater inducement to keep outside the ring. If 1908 was bad, with existing tonnage, what will it be now that the figure is so enormously increased 2

WHAT ARE THE PRESENT PROSPECTS. There is some hope. The signs of general trade roviral are visible. Mr. Churchill can see them. Nebody is building ships now; and althongh 1,800,000 tons were built during 1908- the loss was 800,000 tous, so that the net in crosss was bare million. Shipbuilders, and all the trade dependent upon themi, engineers, iron and steel makers, carpenters, painters, and others, will have a bad time; but shipowners will be gaining ground. The world's harvests are bound to increase, mining developments, trade increase, and universal exploitation are certain to go ahead mere rapidly each year, and shipping must gain by. movements.

Half the shipping of the world is in English hands, and if the present condition. .of affairs bitterly folt in England, it is because under a system of Free Trade we have become the corriers of the world. The shipbuilding returns ara a rough index of the state of commerce in sach country; and if there be considered we shall find that in spite of tariffs, and bounties other countries have felt the depression as acutely, as ourselves.

FOREIGN SHIPBUILDING.

Next to ourselves America holds the highest place as shipbuilders, but the United States, with an output of 304,000 tons, launched less by 170.000 tona than in 1907. Germany, whose vessels are bounty-fed, bad an output of 204,000 tona. The cass of Gerasny is, indeed, vory well worthy of study. In 1906, at the height of the shipbuilding boom, 318,000 tons went aflat from its yards. Last year the total was only 207,000 tona, and 19,700 tons were bought from English builders. In 1906 the amount thus acquired on Gorman account was 104,000 tone, and in 1907, 44,780 tons. Germany has, in fact, been our best customer for new ships during those three years, although the demand. from Norway has been almost as great nad. more steady.

France, after a long depression in shipbuild- ing. is showing some signs of improvement. Japan recorded some decrease last year; Holland and Norway also had less activity, but neither: of the last named aufered in anything like the same proportion as the United States or Germany
