According to the evidence of two well-known Chinese witnesses, the touders ware first received by Government and were the INCITEMENTS TO MAKN TENDEES BID HIGHER. Thus A having offered through tenler $200,000 is told that B has offered $210,000 and he is told that if he likes to go to that figure he can have the farm. So scandalously was the practice carried out, that in one instance a price of $115,000 was offered by. He was told that B had offered $125,000 and was invited to offer a higher sun, being informed that if he increased to $130,000 the Farm would be scared for him. This being done B was told that A's offer had been to ge higher. B accordingly rose to $135,000 increased to $130,000 and he was invited in turn
