THE HONGKONG DAILY PRESS. WEDNESDAY, NOVEMBBR 11TMz 1908.

Hon. Mr. Hawr--I think the regulations adopted by British Colombia appear to meet the case. They make spitting punishable by fins | orimprisonment; that is, people found spitting in the side walkaor public buildings. I think it is possible to introduce similar legislation here. It should be moderately szerçived at first, and in time the majority of Chinese here would cease from spitting in sidewalks or in public build inge. I strongly recommend the Government to consider the sïvidiability of legislation based on the regulations of British Colambis. I think It will have a very good effect in time.

Mr. LAU CHU Tax-Elucitional matters are much preferable to legislation among the lower class of Chinono, Unless you want to make it ico unpleasant and drive this class of people out of the Colony, it would be advisable
