Parcels containing Gold or Silver must be insured for at least part of their value. All insured parcels must be sealed, all the scels must be of the same kind of wax, and must bear distinct impressions of some device, and this device must be the same on each seal. Straight, curved or crossed lines are not admissable
Coins must not be used for sealing. The Clerks of the Post Office are forhidden to seal parcels for the public, or to affix stamps on letters or parcels.
