DBAB SIRS Replying to your letter of yesterday with reference to the question of Fees on Foreign Lighters, we quite agree with you that the reply of the Colonial Secretary in not satisfactory, and we also think with you that the correspondence might with advantage be laid before the local Chamber of Commercs.

Hongkong, 8th July, 1906. 813,-Referring to the Colonial Secretary's letter of 25th ultime, to your goodeelf, we have made arquiries of masters of the China Navigation Company's steamers asing this port and find that they consider the present colour-black-satisfactory, whereas white would be practically indistinguishable at a distance. We would mention, however, that the masters unanimously suggest that the height to which the ball is hoisted should be forensed by my feet, for at present the ball is sometimes obsoared at the critical moment to distant steamers by the sail of a passing junk or by masts of other steamers. objections to such a course.

In one case the usefulsors and earning power of the lightore is limited to the requirements of our trade,whoress in the pass of the Chinese owned boate, the return is governed by the energy and resourcefulness of the licence It is, we think, generally admitted that Native Cargo Boats, paid for to a large extent by the Typhoon Relief Fund, have since the typhoon of September 1906 demanded altoge ther aereasonable terms, thus greatly enhancing reply to their sarnings. The position of many foreign- owned lighters is entirely different; after the catastrophe of September 1906 soreral European firma, owing to the scarcity of native craft, were forged to paurobase at excesalve prices, lightera from other porte. It is perhaps un essary to add that the benefits resulting from the prompt acquisition of such craft were by no means confined to the respective owners of game, inasmuch as the lighters provided at the time of scarcity a means of carrying on hasiness of vital importance to the Colony generally, Le. the delivery and shipment of ourge.
