rosanted this and in his socount of their meeting described it in brief and ancomplimentary sorbances, which he cobelnded by saying “When cil maizes with water we shall mix to Robson,

together. is not surprising, therefore, says that when six years later Gerdon was

•sont to Khartam he treated Bir Evelyn Baring with avant courtesy. This dislike seems to have been reciproosted, for Sir Evalyn Baring did his best to prevent Gerdou from being sent. Mr. Robson acenses Lord Cromer of lending willing and prejudiced ear to the untruths of of Gordon will be bis ankind, striatuma Gordon's enemies, and expresses the hope that expunged from any sabequent edition of his Lordship's book.-N. GERMAN INFLUENCE IN PERSIA.

Two years ago Germany had no intereste in Sir Hugh Ball Then you will appreciate the Persia. She had a Legation, it is true, at position of the Commission, which has been Tehorse, but what else? She managed to come trying to understand the question for many in with the tide of the Persian reform move- ment, and circumstance have favoured her months, (Laughter.}

The Chairman: Is there any agreement befforts. A pro-German party came into power tween the German lines and the conference at the capital ready to listen to anything There was an agreement. It expired some Germany had to say, or even to advocate the introduction of German influence into the years ago, For all practical purposes we abstain from unnecessary interference with country as a soro in the ages of Russis and England. She began hat, year with a small each other's trade.

concession for a bank and a-triking grout of 5000 tomans (about £1,830) a year from the loisian Government for Forinue bad it that a sympathetic Pereisu, deeply in love with Mien Garmanis, became President of the M-jliss. During the December disturbances the German Legation protested the precious person of the President, and prevailed on him to taste their bospitality.

Witness went on to say that, as the White Ster Line was engaged in carrying Anatralina cargo from New York to Liverpool, the through rates, it could obtain must be governed by those ruling from time to time in the direct trade. In view, too, of the delay involved in transhipment in Liverpool, the White Star was in many instances only able to obtain cargo by accepting rates 24 6d less than those by direct steamers.

The Chairman: It has been stated that the rates charged by the White Star on Americ su goods carried to Australia from New York via Liverpool, were for a considerable period 30 per cont, lower than the rates on Boglish goods sent by the same boats from Liverpool P➡I think it is probable they were.

Does that diversity still exist? --I think it has largely disappeared.

How do you aceonat for freights being lower from the United States?-Because in the direct servios from New York to the Australian Colonies different inforests have been fighting each other, and have been unable to come to an agreement.

Are there rebates in the homeward trade from Australia? In the present state of con- fusion it would be impossible for anyone to say

Professor Gauner: What prevents rates from being unduly raised P-Common Renee on the part of the chipowner. He wants to develop his business, and if be squeezes the shipper unduly it reacte upon himself. A strong point in favour of the stripper is that the tendency is to increase the sina, of vessels, in gradaslly of the growth of trade, and rates are lowered to draw cargoes from asiling ships.

Mr. Maddison, M. Can you give on instance in which the chipper was consulted before the raising of a rate?-It is so long since a rate was raised that I cannot recall the vecasion, (Laughton)

The companies shipping direct from New York to Australia still continue to ship, despite very poor dividends?--Yes.

And you pay very low dividents? I am not aware that saybody knows what we pay. Ganghter.) Dividends are altogether a wrong Lasis to go by, na companies have other contes which might pay.

Mr. J. Barry Would you object to the shipper having some court of appeal?-Labbali Lave no objection, but I think it would die of iuauition.

Mr. Oswald Sanderson: If England decided that rebates were illegal, woul! that unfavour ably affect the potentialities of British liner in their arrangements with their German com patitors?-It would, Trade would be open to attack from the Cerman lines in a way it is not at-present

Mr. Birchenough: Is it not practically branch of agreement with your British ensiomers to carry American goods by way of Liverpool cheaper than you carry British goode from Liverpool to Australia -I do not think 30. Our friends here are not prejudiced. If the goods were not astried by the White Star they would go by other ships, and the only losers would be ourselves.

Having susured their own market, the con- ference lines are able to carry-American goods cheaper than British-I don't think that in quite a fair way of putting it. We hope these people will get tired of cutting each other's

throat

But do you think it fair that the conference liner should is the British manufacturor down to fixed rates, and then carry competitive goods at lower rates P-I think it is fair.

Have you never had quarts from British manufacturers to guarantee them most-favoured terms-Shippers have represented to us at timos that De Amarioan rates were hurting their business, We have endeavoured to askint them as far as we could. But the great bulk of the trade from the United States is not competitive.

But it is becoming increasingly competitive -It is quite conseivable that the outcome of this war of rates from New York will be that raton from there will be put higher than they are here, and that the time may come when the British shipper will bava an advantage,

British lines and not American lines which are practically creating this situation P The British direct lines from New York are responsible. We are ready to make arrange- ments for establishing reasonable rate.

Sir J. Macdonnel: This tendency unfavour alle fo British trade lisa lasted for a consider able period -That is so.

Mr. G. B. Dodwell, of Messes, Dodwell and Company (Limited), merchants, gave evidence- in support of the conference system, and the Commission adjourned.

LORD CROMER AND GENERAL GORDON.

It was not to be supposed that Lord Cromer's recent eriticisms of General Gordon would be allowed to pas zachallenged. In a rebent auzber of "The Standard" Mr. J. J. Robson, M.LC.B, who was an intimate friend of Gordon ia Lis boyhood, and later worked, under him as an engineering pupil, takes up the endgels on his behalf. In general Mr. Rob son's letter is a traverse of the criticisms of Gordon's character. He retors to a converas- tion he hat with Miss Gordon shortly after her brother's death, in which that lady expressed pained surprise at the web of mysticism, eocentricity and religious franticism that had been woren around her brother's character by writers whe had never made his acgasintance Gener. 1 Gordon, Bays Mr. Hobson, was not hot- heated, impulsive, or swayed by bis emotions, but on the contrary was remarkably cool and level. headed, a quick and native worker, and did not lack self-control. According to Mr. Robson he took an inatinotive dislike to Lord Cromer frota the first if Sir Henry Gordon's life of his brother it is recorded that in 1873 "certain young gentlenia in Cairo, named Mr. Baring, (Lord Cromer) endeavoured to patronize Gerdon Pasha, the Governor of the Sudan:" Gorden

German school.

Soon after the distagbanons the President made a long spool in the Mejling extolling the German system of edeostion and the benign effects of German civilization, and requested the Hoose to increase the great from 5,000 to 12,000 tomane (about £1,790 a year, in order to enable the Germans to found a University at feheran and educato Parsian youths in the trus Prasiau way. This graat was to be made ca the birthday of the German Emperor, and the Germen language was, to be a compulsory abject in the University. Bome of the mem bers objected strongly to the President's aetion, and pointed out that, if any such graat were contempleted, the proposal should come from the Government and not from the President Shortly afterwards it became knows that the grant had been made over this head of the Melissa orious proseeding which does not redound to the credit of the a fresh President. We are now startled by report, laanotot by the Germans and their Persian supporters no doubt to test publis fooling in Teberaz. It is to the effect that the Persian Government has "ecided to remove Germans for them. The report is contradicted all the Holgians in its service and substituto by the Ministers; but there is no doubt that the idea has been sortitsly discussed in respon sible quarters, here is thought that its adoption might otamo Persin at the same time to contract small loss from Germany.

For the rest the murmurs against the majority of the members of the Majliss incresse daily and the assembly is losing thoroby in popular esteem, The President has been very despondent since his violent attack on Sayyid Abdullah, the chief Majtabil, losing popularity outside but still comraanding some influence inside the Hou. The now German Minister, Count Quadt-Wykradt-lony, formerly Consul General at Calonita, and reported to be diplomatist of great capacity, has already landed in Persis and is expected to arrive in Teheran to-morrow,
