The straggle in the Far East which began with the Chino-Japanese War must loovitably be decided by military power, and therefore will eventually be mainly fought out by those Powers which have convenient military bases---- Russis and Japan. The areas of the coming struggle is, however, shifted to an ocean sphere, and the Mastery of the Pacific will be decided by naval supremacy. By that expression is meant not mere forcible domination or territo rial expansion, but the maintenance of com- munications, and the dictation of a policy favourable to the ambition of the ancorasful Power of Powers.
