I would suggest the extension of the present Consular System which exists in foreign countries, and as modified by Mr. Lloyd George, in the summer of 1907, to the British Empire as a whole; and that "Imperial trade conenla" should be appointed (a) to omeially represent the general commercial interests of the Colony; (b) to proibot, promotą, and direct those interesta; (c) to be empowered on behalf of the Colony to trest with foreign Governments on all matters affecting ilk commercial, financial, and industrial interests.
