Universal Rule. I do not say that it is better "Personally, I am quite satisfied with the

or wores than the International Eule, but I

naturally expected that the New York Yacht

Club would accept a challenge under the rule, seeing that it is of their own making. To bave challenged again under the old rule-s rule which is not recognised by any yachting club in existenci, and was only made to govaro those particular race would have mesat the construction of a bost of the "win or loss type, fit only for the waste-heap at the finish of the races; whereas, had the New York Club accepted my challenge to race under their own rules we should had been provided with what I might even call an educational yaout a craft the designers might have learned some- thing from.

** Indeed, I doubt if I could have got a de. signer of high repute or recognition as a mastor of his profession to design a bost for me under the old conditions. That would have ment not only another freak" bost like the last Shamrocks, but a very much more exaggerated freak than the last. I do not, as 1 have said, know any designer of high repute who would take the responsibility of sanding ancha board across the Atlantic, and, persously, I should be afraid to risk the lives of my crew of six'y bands in crossing the Atlantic on such a machine.

In sending my challenge through the Royal Irish Yacht Club I accompanied it with a per. sonal letter saying that I wished to build two bosts, and asked for permission to sail the ons that should farn out the speedier. In doing this I was not asking any advantage, as the de fenders, on their part, are at liberty to build & handred hats if they like, and put the best boat against me.

My sole object, of course, in proposing to build two boats was to provide the best possible

race.".

"I can only say that the refusal has been s

great disappointment to me, for I have never mat kinder people than in America, and it would be impossible to find better sportsmen and opponente,"

In answer to question, Sir Thomas re plied: "Certainly, if the only objection to my challenge that the proposed size is not big enough,

I am perfectly disposed to consider a proposal to build a boat of the extreme length that the deod of gift- silows, via., 90ft. But

"It must not be forgotten," added ·· Sir Thomas, "that when the Cap was carried" away by Americs it was won by a healthy, sea worthy type of boat. But within the last ter years the tendency has been to e nstruct boats thevery antithesis freske, machines. And in plamping for a contest ander the Universal Rale, and the construction of a healthier type of boat, free from the dangerona over-hanga over the water-line, fore and aft, I have a feeling that I shall have a large number of American yachtsmen with me.. It seems to me, in fact, that the New York Yacht Club hava either get to keep the Cup or have it challenged for nader their own rules and regulations.

By Sir Thomas Lipton's courtesy we give the exact terms of the challenge:
