for licensing the retail of Opium within the Colony, together with a copy of the Regulations under that Ordinance, passed by the Legislative Council.
Your Lordship's Despatch N 3 of 1846 conveyed Her Majesty's confirmation of the same ; and N. 46 of the same year
enclosed
the decided opinion of the Board of Frade in
favour of the tax
on
Opium.
The only objection which time and
experience have suggested, to the Regulations existing
