In laying before you the report of the Bank's business for the first half of this you, ending June 30, I propose to submit for your consider ation a few facts relating to domestic and foreign frangial conditions and to this Bank's operations during the period under review,

The oconemic world of Japan during the above-mentioned period underwent a radical change from about the middle of January, duc to a reaction, from the fever of general enter prises and share speculations since the autumn of last year. As a result, quotations of various shares and bonds fell day after day, month after month, followed by bankruptcies of many banka whose tonadations were not strong. feeling of anxiety. In some prossed with s quarters of the commercial and industrial world they were practically deprived of the means of obtaining money, with the reaalt that general enterprises had to be temporarily discontinued. Under these circumstance, some business men went so far as to apply the Central Bank for the expansion of the limit of the so-called mizayerisystem relating to securities, while others asked the Financial authorities to devine moans for relieving the depressed economie world, with the apparent intention of restoring the mousy market to its normal state. Sacb was doubtles the outcome of speculation in shares which had shown an apad tendency daring the latter part of last year Banks and companies of sound-type however, maintained a cautious attitude, in sonsequence of which our financial world was in no way affected. ·

As the result of the steady fall of share quotations early this year, some of the domestic banka entertained pessimistic views about the future of our financial world and naturally refused to grant loans, thoroby creating moest dangerous state of affairs for a while. There wore demands for many for the payment of national taxes, for the wholesale purchase of try goode for the cammer, and also upon the advent of the tea and silk season, but in spite of all this, the money market remained inactive. The Specie Baul's system differed largely from that of other banking institutions in interior. Availing itself of the prosperous condition of foreign trade, especially ia exports, since the second half of last year, the Bank devoted its entire energy to foreign exchange which is the Bank's principal fine of business. Thus the Bank witnessed a most active season in contrast to ether institutions.
