In Italy and Austris there is a surplus of 11,7 in Hungary alone, however, it declines to 7,9, France with 0,9 ranks lowest of all. It must be regarded as a sign of steadily increasing prosperity that-in-spite of the high-birthrate in Germany migration has fallen off considerably last year only about $1,000 persons left the country, whereas Italy saw. 726,391 and Great Britain 262,077 of her children depart. The figures for Hungary are 170.430 for; Rusia 128,184, for Austris 126,729 and for Spain

The CHAIRMAN ssid --Gentlemen. purpose of this meeting is to pass the two resolutions which have just been rul, raising the expital of the Company, from two to three million dollars. During several years part, large additions have been made to the storage accom anodation at Kowloon, especially a range of seven two storied godowns for the particnlar storage of yarn." Then to keep pacs with the improve- ment in the cargo-working appliances of modern wessels, we have-selaid the whole railway syalem: on the wharves, and have sise bailt a number of lighters, to that discharge may be made at both sides of the vessels at once. Steam cranes and boints hars also been purchased and everything possible done to render the Kowloon establishment capable of per forming its work in an effolent and 'profilable manner. Tho Praya roadway was Required from the Government, and two Marine lots close to the Police Fier, where the Company's xecutary expenditure was provided by the
Bank's allowing an overdraft until such time BE a fresh isme of capital could be conveniently made. Unfortunately just a year ago today, the typhoon awept your property and gave na a severe set-back, just se the benefits from the improvements I have alluded to were becoming felt. The terrible damage wrought has been gra- dually repaired, and to-day your property is once more in condition to give a proper return for the expenditure incurred. As I have said before, we have a commiderable overdraft with the Bank, and though there is no doubt that the Bank would allow us to carry it on, your directors consider it wiser to avoid the heavy interest charge and to make a fresh issue of capital. Before putting the resolutions to the meeting, I shall be glad to
answer any questions you may wish to ask,
Mr. WICKHAM-Can you tell me if this increase of capital will provide for extension, if mecosary, when the railway is finished at Kowloon ?
The CHAIRMAN-We are under negotiation with the Government now with regard to that siding which will go from the station yard right up to our property. The Government will build the line from the station along Salisbury Road up to our property. We then bear the cost of laying the rails on our property itself. Although the extent is considerable. the expenditure will not be great on that, and of course it will be of very great assistance to us when we do got the line coming across.
The CHAIRMAN then proposed the adoption of the resolutions en bloc.
Mr. SMYTHE seconded the motion, and it was agreed to unanimously.
This was all the business.
ANTWERP DOCK STRIKE.
|
A similar dispute is pending in the tag service on the river. Some of the crews having refused to work on the present terms the whole of the owners have decided to act in concert and to proclaim a lockout if the man insist on their demands, in consequence of which other men have joined the strikers or given notice to the masters.
In Antwerp the strike in the docks continues, the stevedores have gone out and necessitated the bringing over of men from England to take their place.
The real reason why shipowners in northern Europe and particularly in Germany aro in the habit of engaging men in England instead of taking on Polea ad Italiane, who would be just as easy to get, has boon disclosed by a Mr. Beer. the London correspondent of the
Vorwärts", the principal socialistic news paper in Berlia, in a letter to the Times" last week. It is truly macchiavellian in its cuception! He sure that the object is to discredit the English workman in the eyes of his German comrade by stamping him as a Black- leg, thus sowing the seed of mutual distrust and animosity, Mora simple minded folk had were hitherto believed that Englishmen preferred because they can be brought over in the shipowners' own boats and coming from seaport towns probably know a little more about the handling of cargoon than Polish and Italian sarries, and because the language offers less difficulty, for almost all seafaring men in continental porta and a great many of the hands employed in the decks possess a smatter. ing of English which facilitates their inter- course with the new comers. However, thanks to Mr. Beer, we know better now!
THE LOAD LINE,
It appears that the negotiations which have been going on for some time between the governments of Great Britain and of this ountry regarding the load-line of sea-going vessels have come to satisfactory issue, by Germany adopting the principle of the so-called Flims of line. Matnal concessions, have been made is minor matters, but full partiontars have not transpired ne yet.
GERMAN SHIPPING AND BEZITCH.
The German flag is gradually attaining the Erst place in the home ports which until recently has been held by the Union Jack. Of the 13,8 0 vessels which left seawords in 1905, of an og- gregate tonnage of 10,30,000 registered tons 3,500,000 tons were owned in Germany and only 3,800,000 in the United Kingdom, whilst the remaining 1,400,0 D-tons belonged to other European countries, Norway standing forem.st. In Bremen and Bremerhaven the proportion of Gorman ship is still greater, as the oversea trade there is for less extensive than in Ham- burg. Norway there too occupies a prominent position as do also Belgium and Holland in consequence of the brisk trade carried on between the Elbe and the Weser and the Dutch and Belgiau ports. French tonnage la chiefly employed in the service between Hamburg and Harre, Bordeaux and Marseilles; whilst Danish

ECZEMA DROVE HIM TO DESPAIR
Hand Became Swollen and Very Red and Painful Arm Gradually Af- fected Up to Elbow-Impossible to Give Idea of Agony Undergone for Three Years-Doctor and Very Many Remedies Fail. CURED BY TWO SETS
OF CUTICURA REMEDIES
My trouble started with swelling in my right-hand, which became red and very painful and irritating. This swel- ing spread gradually up the arm until it reached the elbow. It is impossible for me to give any idea of the agony I went through during the three years that this eczema continued. I tried Brsk one remedy and then another, only too glad to test anything that my friends auggested. Nothing seemed to be of the least good. I went to a doctor for four weeks in the provinces, where I was living at the timo, and the treatment he put me under was as ineffectual as the rest I was almost in despair. One day I happened to catch sight of an advertisement of Cuticura Remedies, and there read of a case of eczema having been cured by the age of Cuti- oura Boap. Cuticura Ointment, and Cuticura Resoivent Pills. The care was so similar to my own that I thought I would at least make one more try to get my arm right. I bought the whole freatment of the chemist, and I. petro» • vered with it for a week. By thes time the improvement was apparent to any one, and the relief Ifelt myself was great, I should not have believed is possible for any remedy to afford such comfort in so short a time. My pr perience with the other remedies for sczema and I should think I tried them all enables me to appreciate Cuticura, to the full. By the doctor's orders I was keeping my arm in a'sling for any months, but the sling was soon diepensed with when I started with Cuticura. I porsevered with Cuticura Soap, Ointment, and Fills for about a opuple of months, using in all two complete treatments, and I can tell you candidly and heartily that I was cured.. I have occasim to have great faith in Cuticura in skin ailments, not only because if the great good it has dose me, but because of the benefit I know has acerted from its use in other cases, Mr. T. 8.
