It is a well-known fact that e'gars and cigarettes hate how freely smuggled into Japan of lato. According to the Asghi, Army men, officials, army contractors, sation andens and the cress of steamers are instrumental in smuggling the toinceo. Mono- pola cigarettes re-imported from Menchuria or Horen are chiefly smuggled into the country by the numberless Bahing boats along the crests of Tenshima and Iki, northwestern Kyushu, the south-western part of Chugoku, and the whole of the Island Sea. One beat usually carries not more than 20 boxes, each contain ing 5 or 100 packets, and when the are all taken together, the total reaches 311 immebas figure. The coaste of Japan and Korea, where fishing beats are always calling, is, of course, toe extensive to be closely watched by the authorities.

The chief instigators of these troubles were Ghanam, secretary to El Torres; El Guebbas, Bin Suleinas, the Foreign Minister at Fez and Torres Dria Shower, captain of the fortress at Tangier. Mansur, my khalife, was a ready tool. It was proved by his appointment as hbalife of the district of Fas that Ghanam likes trouble, which brings grist to his mill.
