394. It appears that the large contractors and architects have othing to do with the bribing The usual custom is to sub-te, and the sub contractor icmpposed to do all that is necessary in this direction, in order that the work may be parsed.

395, There appears to be little donbt that certain contractcra, saoh as Foo Sik, Sam Iu, Tang Ying and a few others are the favoured contractors i hese men alone can accept and carry out certain forms of contracting, as other wise work will not be passed by the inepostomy.

396. Evidence has been given where a Chinese grehitect and others have been informed by Gavernment officials that they had better. employ certain contractors, while if they alt mpt. to get work done by their own man the work is rejected by the inspector.
