tonnago of all vesels that entered the Japanese ports only aggregated 2,335,000, of which 1,993,000 consisted of foreign vessels, the ratio i tween Japanoes and foreign being 14 to 86. Since then the ratio has gradually been increased in favour of Japanese, yet in 1908-before the wer-the ratio was stiì 38 to 62.
