Witte, be is a professional diplo matist, he will probably not confide his case very different from that attributed to M. Witte. We do not believe for ose moment that the refusal of Russia to pay as indemnity was due merely to considerations of national dignity, or that the abandonment of the demand by Japan wae setosted by fear of American public opinion or of the sin of blood-guiltiness. Russia refused to pay an indemnity for the simple reason that she knew she could not barrow the money, and that even if she could, it would be cheaper for her to continue the war ef forced internal loans and an by of the
currency than to make so inflation of the large su naproductive addition to her external debt. This was really the strength of A. Witte's diplomatic position and it was to this that Japan eventually bored. Once it was clear that Russia Weald continue the war indefinitely rather than agree to the indemnity proposals of the Japanese, those proposals were bound to be withdrawa. Japan could not afford to risk her solventy on a Wild-goose obase all over Eastern Asia, while, Russia would, perhaps, have been not displeased with such an excuse for getting rid of a large portion of her national indebtedness.
