The Singaporn Free Preta of 6th May reports the conclusion of this case, previously mentioned in this journal, as follows :--
The case against Vladimir Horvitz, the alleged Russian spy who was arrested at Pulo Braui, camu ap before Mr. E, C. Howard again this morning.
Lt-Cel. Penusfather, LG.P., conducted the prosecution, ni Mr. G. E. Raine was for the defence.
Captain McCann, recalled, said the King's Regulations held that the C. O. was to restrict the admission of civilians to barracks. This power had not been exercised in the present case. The present regulations did not provide any distinction between officers and N.C.O's. By Col. Penfather: Accused had no per- mission to live on Palo Brani.
By Mr. Ranie: There was a prohibition issued against accu-od.
By the Court: The Invitation of Conductor King to accused might be “lawful authority" as under the local arilinance.
By Col. Peunéfather: Con ncter King was under arrest now.
CHINA AND MANCHURIA.
The drah's Peking correspondent is respon- sible for the following interesting opitome of Chinese statemen's opinions on the Manchurian question

1. It is not a wise policy for Japan to iasist the opening of Manchuria that she may enlist the sympathy of Europe and Amerien. As a victor, it is only natural that she should enjoy the exclusive monopoly of various interest in Manchuria. Japan's attitude certainly furnisheathe Powers anopportunity to intervene. This is not only disadvantageous to Japan alone but to Chius as well.
On the restoration of peace, China is going to station 50.000 soldiers in Manchuria, As to the'r training, China hos sufficient
pro- parations in viów, but will require at least several months to perfect them. There would not be much objection raised against Japan's maintaining a garrison in Manchuria.
3. It is very desirable to have the same ?- miniatation introduced in Manchuria as is | ohinihing in other provincos. It is not difficult; } in fact, the present is the opportune moment to do it.
Vladimir Horvitz, recalled, said be was a member of the Greek Church. From his certificates he was yoiified to hold a position in the Bussian army.
