In view of the intimate relation between rated and plague, it struck me that it would be as well if we again advertised as has been done in former yours, so as to encourage people to report when they find mits in their houses. No doubt certain people object to have their promises di-infected, but perhaps the wixer ones will report the mattor. MODIFICATION OF REQUIREMENTS, A number of applications for modifications of the requirements of different Sections of the Public Health and Buildings Ordinancs were dealt with. The application for permission to erect another storey at Chinese kotses Nos. 282 and 284 Das Voux Read was refused, the PRESIDENT informing the Boer that Section 189 allows buildings of a height of four storeys only, except in the case of hotels and offices, and oven. then special permission must to obtained.

TO THE EDITOR OF THE DAILY PRESS," SIR-Mr. Osborne in his evidence in the case, Capt. Nuswerth v. Pilot Lawler, says that ho wrote a letter to the Pilots' Association advising them about taking ships up to the Kowloon wharves. No sach let'or was ever received, and if it bad keen how could the Pilcts Association ever think of taking advice from one who has never had any experience in berthing steamers ?

It is now over six months since European pilots started, and a great number of steamers of all sizes bave hoea berthed at the Kowloon wharves mostly by European pilots, and because one member of the association had a accident, the other members have to suffor. circular latter which the shipping firms have received advising them to employ Chinesa, pilots in berthing ships at the Kowloon wharvos; therefore nearly all the shipping firms have stopped employing Europeans (not only at the whares but also to hogs) as pilots. The consequence is that the work previously don by ton men is now eutirely in the hands of three Chinese and it is needless to say that they are reaping a great harvest. It is very good, Mr. Editor, three pilots doing most of the work; but still I hear the Government intend making more pilots. Europman pilots aro not wanted by British firms, and I should suggest that Chinese be granted Board of Trade Certificates, then these firms would be satisfied.

His Honour delivered judgment as follows:-- hold that the second defendant is not the servant of the first defendant, so as to make the first defentant auswerable for the negligence of his servant. He was cook tu the first defendant, but in no way employed to run this motorcar. He took it out on his own account without the authority, permission, or knowledge of his master, and was not running it in the course of his employment. It was highly unreasonable of the Chinese cook to take it into his head to use his master's motorcar-an instrument with which he was totally unscquainted-and to run it along the streets of the city of Victoria, causing moment tary danger to alt passersby. It is clear the euck lost control of the car in Quee's Road East, and to aroid dashing into an electrio stan chion, darted into a ricsha and the plaintiff. The fuct of an unskilled person undertaking to drive a motorcur does not itself amount to segligence, bat his way of driving it did. therefore hold the second defendant responsible for the damages suffered by the plaintiff. 1 think $100 will meet the case, and give judg| ment for the plaintiff against the second defendant accordingly.
