If the scheme had worked, the advantage to Russia in obscuring the issue, disguising her loss of prestige, and wanking the result less certain than it now is, would soon have been apparent. The Japanese statesmen and people are models for any untion's emulation. Patience wins; therefore Japan wins. The few Japanese jouruals who have keen entrapped into a show of impatience will, when complete victory shortly falls to Japan, ali to "her own bat," rejoice with the rest that the cunningly devised entanglements failed to complicate the issue. Menutimo, as Englishmon, Frenchmen, or other lovers of fairplay, we cannot but feel glad that the villainy or folly of the busybodies who have been setting matches to the Entente, and endeavouring to fun it into flame, has been foiled. THE "NIGBETIA" CASE. The Japan Chronicle comments: The decision in the case of the Nigretia serves to show the distinction between Japanese and English law, a point which is of importance when it is borne in mind that, according to Professor Holland, the Japanese Prize Law is borrowed, for the most part, from the British Admiralty Manual of Prize Law. It will have been seen that in the decision in the case of the

Nigreti, confirming the ventiscation of the steamer and her cargo, the whole question turns upon the responsibility of the vessel for the shipment of two Russian offcars on tas steamer who were placed in charge of the cargo of kerosene by the chartorer, a Russian roxident at Shanghai. The master of the vesse pleaded that he had no knowledge of the nationality or profession of the two super- cargoes, that they represented themselves as Germans, spoke German between themasivos, and that he had every reason to bellayo they ware what they represented themselves to be. "The petitioner," says the Court, "maiatsiz od that in shipping two Russian nayal officers he had no idea that they were naval officers, and he ploided that he was not guilty of any delinquancy in not knowing them to be novel officers. Now in an English Court it would be necessary for the Prosecutor to prove that the Captain had such knowledge, or might reasonably be presumed to have such knowledge in order to wake the seizure of the vessel legal

The inference is that France, for her own sake, wishes Russia to overcome her enemy and, therefore, there was reason to suppose that French officials would be only too glad to lend all assistance in Indo-China to Russia's forlorn hope.
