The CHAIRMAN, in opening the proccedings, remarked that Mr. Wyatt bad recently returned from a tour to Greater Britain beyond the sha on behalf of the Nary League. The great contest which was going on in the Far East was an object-ksson to all, especially to one- kinson in Australasia and New Zealand. He hoped that the patriotie efforts of the Naval Leagne and the axellent mission undertaken by Mr. Wyatt would go a long way to make our fellow-countrymen beyond the suns realize the importance of having one powerful homogenem Navy to protect our congmoreo and to safeguard our common interests. (Hear, hear.)
Mr. WYATT, in the course of his paper, urged that the Colonies should give the United King- dem naval aid in money and in men with the energy of free will and full conviction. as a partner in a firm assigned funds to purposes that he saw is be essential to that firm's existen o. D. MILLER MAGUIRE romarked that the lo-
ture was most opportune. He considered that the only way of making international law subservient was to have a navy to back it up. Allies would not savo the Empire. The nation that was not ready to fight would not last long. (Hear, hear.) Mr. T. A. BRASSEY observed that the mission of Mr. Wyatt would awaken our fellow-men in the Colouis to the question of the defence of the Empire.
He had won raviswing the comparative strength of mavics, and a few months ago he came across the fact that the United States were building more first-class battleships than wo work. It was upon the battleships that the command of the seas ut Present, depended. and he had come to the conclusion that the comand of the sea would United Kingdom could not be called upon to pass to the United States if the resources of the

While he adwilted the plausibility of the arguments of the Colonies he repudiated emphatically their validity. The he said, be regarded as a nullity. As to the whole of the argument under head No. 1 must,
next objection, it could easily be shown to be equally fallacious with the first, for money which was devoted to remunerative business enterprises was not usually regarded as a heavy bardeu. The same line of reasoning on this subject seemed to be that when a State and the fonds at its disposal for non-paying pur poses, it might justly urge that it was less able to contribute towards its paval insuranco, but when it invested those funds in a manner which yielded it increasul profits then the use of that contention became absolutely absurd. The third objection represented a most widespread fallacy which was difficult to dispel. It was the fallacy of local squadrons. The position was that while, and only while, the Navy held

President Roosevelt's message to the Ameri. oruisers. With regard to the fourth objeccan Senate included the following: In the tion, that was due to an impression which was hard to be removed. The point there to be debated was whether, assuming the inefficiency, the objection grounded thereon possessed any validity. He submitted that it possessed none, for whatever the state of depart ments was, the fact remained that the life of Known all over the World as a thoroughly the Empire depended on victory at sea. in war, they were still putting their hopes Post Office and Hongkong Hotel,
LUTGENS, EINSTMANN & CO exclusively on naval strength. They were, in fart, merely transferring their reliance from the greatest Navy in the world to one far less powerful. The next two objectious could be qualified together. Much could be said on both, but no amount of political social prepos session altered the essential facts which govern ed the existence of the whole British Empire, He was willing to admit the truth of the eighth objection, but contended that it was wholly cainclose for the purpose for which it was used. for granting that the Navy must in any case protect colonial sea-herne commerce, that fact did not in the smallest degree lessen the neces sity of the Colonies that this protection shorld be effectual. The last difficulty was hardly worthy of consideration. The United King dom taxpayers new paid over £t a herd each year towards the upkeep of the Fleet, and if the colonial taxpayer rald but one-tenth of that amount, either directly by way of subsidy, or indirectly by way of maintenance of aval resorves, that outlay would amount to over £1,000,000. In conclusion, he remarked that they had to plant a living political habit, to bear in coming time the fruits of of a closer union and a greater strength. The root cause of the backwardness of our brethren in this matter waa, he observed, want of familiarity with problems of war and of international rola- tionship. (Cheers.)

As he had said in The Times that morning the Navy League had never done a wiser thing than when they determined to send Mr. Wyatt to the Colonies with the view of teaching the public mind the primary principles upon which the strength of the Empire depended. He entirely agreed with Mr. Wyatt that what they had to create, if they were to secure the con- solidation of the Empire, was a universal desire on the part of all the King's subjects to under-LADIES stand the simple principles of what the command of the sa menzt to them, and what was essential to its maintenance. No one, he thought, could put the cuss botter than Mr. Wyatt. The great advantage of the paper was that it enlightened the minds of those at home as to the attitude of the colonial raind on this great question, and it was necessary for us at homo and abroad to be mutually instructed if our desires were to be consummated in regard to the question of supremacy at sea.
