The following letter has, by direction of the Marquess of Landowne, been addressed to the Chamber of Shipping of the United Kingdom, to the Association of Chambers of Conaneres of the United Kingdom, and to certsia other
associations:
Foreign Office, 25th November, 1904. Sir,-On the 24th ultimo a letter was re- coivod by the Foreign Office from Megrs. Woods, Tyler, and Brown, asking whether it wax permissilile for British shipowners to churter their boats for such purposes as following the Russia Fleet with coal supplies, and by the Marquess of Lansdowne's directions, they were informed that it is not permissible for owners to charter their vessels for such British a prirpose."
In view of the humorous inquiries which have been addressed to His Majesty's Govern mout on this subject, 1 am instructed to explain that action of the kind described in Merwe Woods' letter might render those concerned liable to proceedings under sub-sections and 4 of the 8th section of The Foreign Enlistment Act, 1870 33 and 4 Vict., cap j.
