In Dr. Charles Ropin's method of freeing the blood from toxic substances, which bus been applied at the Pasteur Institute in Paris, the blood is literally drawn from the body, washed and returned. The blood is taken from a punctured vein by aspiration, is at once mixed with eight or ten times its volume of a saline | solution, the mixture is sent into a contrifugal separater collecting the bicod corpuscles all at une point, and this uninjured corpuscles-with the artificial serum replacing the poison-laden une--are the pumped back into the system. At its close the system contains blood freed from the toxic matter that had been absorbed, and with fresh liquid correctly adjusted in volume, the surplus having been drawn off. The apparatus guards against coagulation.

the present certainty that a home markot will

be opened to the products of the islands there will be every incentive to replace the necessary beasts of burden and to reclaim the fertile lauds, as is now being done so extensively.

Beyond supplying the demand of the people of the islands aud a comparatively insignißunat market for tobacco, hemp, sugar and copra, there has been nothing to induce the cultivation of the vastaress of productive land.

The main desideratum at the present time it a moral certainty of a market for the surples products of the islands, when there is sny such

Terplus for sale,

The next all-important question is to indues the poople of the islands to produce an amount begond their actual needs. To do this we believe that every encouragement should be given those who would undertake to exploit the agricultural rources of the islands." Erter. sive grants for a term of years to larga com- panies would not only furnish products to be sent abroad for sale, but would furnish the natire worker an opportunity to earn compa#- tively good wages and teach him the science of agriculture along modern lines,

There must be a transformation in agrical- tural methods here before the land of the

Philippines is a source of great income to its owner. This, now well under way, can best be effected by utilizing more idle sores of the

public domain to the best advantage.

Looking dispassionately at the fature for the Philippines there is overy reason to pradict

a more healthful commercial and financial com dition. Congress will not violate its pledges to the Islands. If there shall be a tariff maintain- ed it will be only nominal. It will not ba burdensoms or tend to exclude the staple pro ducts of the islands from the markats of the United States. It may be regarded as a settled fact that the trusts will not triumph over the pledges that have been given by the party that is now fushed with vistory.
