THE COMPRADORE SYSTEM. Mr. C. W. Campbell, the acting British Consul-General at Canton, makes the following comment in his report on the trade of the port for the your 1903
It is a remarkable fact that in Canton, the history of whose intercourse with foreign mer. chants is almost seonlar, there is not u singlemm. ber of an important foreign firm who can converse with a native in decent, Cantonese, or who car attempt to check a simple correspondence- Chinese writing. 1hroughout South China is a rale, with few excoptions as far as I know. that uo mercantile employee is expected to make any serious acquaintance with the speech of the people. It is not altogether that a knowledge of the spoken and written languages suficient to carry on ordinary business transac- tions is difficult of attainment. It has been and is the custom to consider such a knowledge unprofitable because it is apt to pin a man down to the district whore Lis acquirements are use- ful; and again, the compradore system, where. by all transactions are made through a Chinese intermediary, who more or less guarantees the credit of the Chinese purty to a contract, is convenient and safe, and does away with the necassity of an intimate knowledge of the country-side. It is evident that such a system must tie the merchant's hands. Ha is largely what his compradur, or compradoros make him, or wish him to be, and he has little power as a merchant to be anything else.

Siberian railway. This largo sheet of water, one of the biggest lakes in the world, has had to be traversed by various means, according to the season of the year; by steam forry, ice breakor, and, when the ice was strong enough, by carriage; and finally, since the outbreak of war, by a railway laid on the icc. This liao round the lake has been under contemplation from the outset, but the natural conditions of a multituls of obstacles to the engineers, and the country through which it had to pass offered several distinct plans have been under con- sideration. This should be taken as only applying to the section as far as Kultak, beyond which place the direction of the lino was decided upon as early as 18, whilst the former section could not be taken in hand till 1901. The railway was not expected to be ready before the beginning of next year, but the work has progressed yn fast since the beginning of the war that it is now practically completo. The railway is thus the most expensive line ever built within the Russian Empire, and the one which has present-1 the most serions engineering difficulties, its build. ing necessitating large number of special constractions, such as tunnels, vinduets, &c. The coast of Lake Baikal, from the month of the river Angara to Kuttuk, a distance of rome 80 verst. is very mountainous, the rucks in many places leaving a narrow strip of foreshers, while in others they descend sheer into the lake, rising to a height of 1,000ft, above the level of the water. These mountains are, besides, in many places"in- tersected by awkward crevices al clefts. On this section of the line there are no fewer than 32 tunnels, in addition to which there are 10 bridges, viaducts, special supports, £c
