When a captured vessel was adjudicated upon by a priza court the decision settled proprietary rights in the ship and cargo. But slonld the Government of the State to which the vessel belonged consider that the judgment was not in accordance with international law, it would pnt in a claim for compensation. That was jest what our present Administration proposed to do in the ease of the Altantan, if the highest Court of Prize at St. Petersburg confirmed the condemnation decreed on very flimsy grounds by the Chart of Vladivostock. In acting thus we were following the best precedents. Public opinion should not be impatient because we allowed a perfectly lawful and judicial process in a neighbouring country to run its course before we interposed with complaints and demands for redress. Wa must assume that justics will be done until the contrary is provodi. The last condition of legality of any capture at sea was that it must be mule because of some breach of the right rules.
