THE NỰT FOR JAPAN'S CRACKING,
Chatside Port Arthur tho. "lay of the land" in decidedly in favour of the attucking forco, The whole of the gromul in the vicinity of the fortifications bears neither trees nor vegetation of any kind, und presents to the lover of nature a desolate appearance. The soil is hard and covered with stones, so rocky, in fact, that the present rains will hardly affect the advance of the Japanese. Russian military experts co- sider the men defoners rouch weaker than the land defoucos, herause the former lack modera casemates, and as separated from each other by long distress. Altogether there are about four hundred large and small gaus defending Port Arthur. Were there less than twenty thousand man available to mau those fortifica- tions, they might he wenk, but it is assertat that there are thirty thousand or more is the stronghold.

The question of the Crown Agents occupied the attention of the Protoria Legislative Comeil on July 11th, when a motion was proposed to the affect that the Government he requested to make urgoni representations to the Socktary of State for the Colonies with a view to the romoral of the restrictious under which the Government is deprived of its discrétionery power, and hampered in its financial adminis tration. After some discussion an mendment proposed by the Colonial Secretary was accepted with only one dissentient, the original motion being withdrawn. By the amendment it was resolved that representations should be mads to the Secretary of State for the Colmics with a view to allowing the Govem. ment to use its discretion in the matter of pluding orders for supplies required for the publis services and to removing the restrictions agalust such orders being placed locally where this coull be done with due regard to economy and the public intersst.
