Japan has likewise expressed sympathy with the reform here, and the Chinese Government is now actively studying the question.
In brief, the plan proposed by the United States is to secure as soon as possible for the people of China and of those other Oriental countries now on a silver basi, a arrency smposed of silver and upper in circa'al which, l wever, shall be mintained at a fixed value with gold.
The annual report of the Superintendent of the Botanical and Afforestation Department, Mr. S. T. Dann, for the year 1903 is published in the Government Gazette. We extract from it the following paragraphs :——

The difficulties in the way carnot, however, be overlooked. The central Goreramont of China has not been accustomed to exort much direct control over the provincial governments, and those governments have already, in many cases, established independent monetary systems and have issued independent paper money, This, of course, stands in the way of a national currency under central control.
The country is seriously burdened with debt, so that it will to difficult for ber to bear the expense which will be required to change the present system to a hotter one, although, of course, the greatly added benellis of the now system will repay richly the initial cost as soon an the system is established. The political organisation of a new system with sufficient skilled help, and such as to secure the confidence of the people, is also a very difficult task.

The time has now arrived for the Colony to profit to the full extent by the foresight of the Government of a former generation. In the late seventies tree planting was seriously un- dertaken, and from the year 1880 to 1889 the annual expenditure of $12,000 was expressly sanctional for afforestation, and from 200,000 to 300,000 young pincs were planted each year. As the island became more completely covered with plantations, the operations and annual votes gradually diminished, until the present time, when the planting of a few thousand trees can be covered by a small portion of the trus planting vote of $3,450. As a result of this policy there are now nearly 5,000 acres of pine upon thejeland, and the oldest plantatione, now between 25 und 30 years old are really to fell and replant.
The pine plantations are of very various ages and sizes, and much time has been devoted during the year to a careful examination of them and subsequently to delineating them on maps and schedules so that a systematic working plan can be drawn up to ensure as far as possible an uniform annual outlaru of timber. The difficulties arising from the fall in the price of silver had made themselves felt so strongly in the Straits Settlements aul earlier in India, that the British Government had determined to reform the currency of those comtries. This reform in India was pretically completed in 1899, after a struggle of some six or seven years. In the Straits Settlements a commission was appointed last year andpropos d a reform there. The report of the Commission was adopted, and the Govermout has already begun the work of changing its all us for new ones, with the purpose of reaching in the not distant future a gold standard.

The prica in the local Chinese market is said to depend largely upon the reputation of the man who smperintends the process of magar-making, and an experienced man would probably be well. worth his salary of $1.50 to $2.00 per diom. HAVE YOU TRIED The experiments in other vegetables and fruits have been ergetically pursued by Mr. Li Pak during the year, and it is satisfactory to hear that the results, while of inuch value to the Colony, have not been unremunerative to the owner. The most suitable vegetalles for murket purposos have proved during the year to be tomatoes, English cabbage, turuips, globe artichekes, and French beans.
English potatoes should be profitable in land plentifully supplied with water. Those vegetables find a ready market because the introduction of botror. varieties and lifforent cultivation has apple1a want that the old- fashioned methods could not meet.
