A CHINESE REFORMER AT SAN FRANCISCO.

On April 6, Dr. Sun Yat Sen one of the leaders of the Chinese Reform Party, arrived at San Francisco. After being detained at the docks ine fun days. under the Chinese Immigra tion Law, he was informed that he would not be permitted to Jansl. and he has consequently had to return to the East. Dr. Sun intended stay ingis San Francisco with friends for a brief period, and then proceedling to London, so that he could discuss certain important matters relating to the Chinese Reform Movetant. This extraordinary conduct on the part of the authorities at Sau Francisce is probably unknown to the American Government, and we are of opinion that it is the result of the intrigues of the Chinese officials at that port. The refusal to permit Dr. San to land in America has put us both to very great iacou venience. THE PLAGUE AND CHINESE EMIGRANTE, Mr. LYTTELTON, the Colonial Secretary,reply- ing to Sir W. Foster, said he received a telo. gram from the officer administering the govern. ment of Hougkong stating that one case of bubonic plague had occurred in a lodging house partly occupied by emigrants, the patient was e rejected emigrant, and that there had been no other case among the emigrants up to the pres- ent time. He (Mr. Lytteltou) believed this was the case. So long as the medical advisers of the local Government did not regard the conditions wider which the Chinese Isbourers were in-year onded 31st March troduced into the Transvaal as involving undue risk, and subject to such precautions as they thought necessary, he did not, as at present advised, propose to interfore. The length of the voyage from China was largely in excess of the period of incubation of the disease, and this very great- ly reduced the risk of the introduction of plague.
