We hope a short to that this Company will occupy the same predominant position in its cava line in Shanghai to that which it occupier in overy other place where it is established. There is only one other matter I need refer to, and that is the question of new capital. For several years past the Chairman has intimated at the nangal meetings that it raight be necessary in the near future do

increase the Company's capital. In this opinion of your general managers and consulting com- mittee that accessity has now aciseni. Since our Just incrfuse of expital is 1892 the purchasing value of the dollar bas decrease 40 per cent., while the volume of our trade hus more than quadrupled. This development has been bright, about parily by the larger turnover of the ald business and its branches and partly by fle denud created by the new businässes we have wither established ourselves, or bought as going concerns. This decrease of paxelasing power and development of business affords itself a full and sufficie. reason for increasing the Company's expital, but there are other equally suficient, vasons, We bure as you know, a ennsiderable amount of money invested in our vations miseral water factories, and during the past five years all those have been rofitted with new wachingry and plant. I mey mention too, that since onr last increase of capital the reserve fund has been increased by

We have been unabul to do all this without making any rall upon you owing to large profits on sales of property at different tizaes, more liberal writing off" in "revent years, and largely increased fiabilities. THE GERMAN ARMY.

The German military authorities are called) nion to face extremely difficult problems arising out of the conditions of service and the sprea of Socialism in the Empire. From both the social and the purely military points of viow there is increasing evidence that all is not for the best in the best of all possible armies. The debates on the Budget Estimates in the Reich- star gave an opportunity for discussion, of the German Army from u standpoint which must have been extremely trying to the orthodox and to the community from which the officer class is practically exclusively drawn. And although too much weight might be attached to the cri- ticisms of the Socialist inembers, it must not ho' forgotten that these members certainly reflect. a very large proportion of public opinion on this question in the country. Following closely on Liuut. Bilse's somewhat overdrawn account of Leje in a Carrizon Town, another work, immense Jena or Sedau, kas attracted an amount of attention, not only in Gor- many, but on the Continent generally; und whereas it is generally recognised that Livut, Bise's characters represent extremo types such na must be found in any large body of mon brought up under existing conditions of Ger- man military life, the later book is a far more serious commentary on the German Army. Tho Socialist members took full advantage of these two publications; and although the War Minister attempted to cast refections on the attitude of the Party to the Army generally this was strongly contested by Herr Bebel, the Socialist leader. So far from objecting to com- pulsory service Bebel insisted that national de- fence was a duty to which every man should be liable, but he did object very strongly to the missioned officers and officers.
