The ovacuation of Port Arthur by the army is still possible, though at any moment it may becomis impossible; it entails the destruction of a vast quantity of atores, and probably of many | guns and much ammnition; still, as a milj. tary sel, the evacuation is feasible. There is, of course, a good deal to be said on the other side. The moral effect of the retreat
of the garrison without firing a shot, and the destruction of ships, stores, and batteries, would find an echo which would reverberate through out Asin and have incdeulable consequences. By standing fast the garrison would hope to occupy and tie up a large part of the enemy's armies, und so increase the clances for the army of succour. It is also true that during the works that have elapsed into the advice was given the military position of Russia lux some what improved. Port Arthur may have best better provisioned; and a considerable Russian army has been concentrated in the Lino Valley But, less General Kuropatkin is able to withstand the coming onslaught of the enemy, the strategical problem remalus unchanged, and the solution is only deferred. At any moment the crisis may become ante.
